Lifting HOV/HOT Lane Eligibility and Shoulder Use Restrictions for Traffic Incident Management

The objectives of this project are a) to develop guidelines for opening HOV/HOT lanes to the GP traffic during certain types of incidents on GP lanes. The questions that this project intends to address include, among others, whether it is worth diverting the GP traffic to HOV/HOT lanes during incidents; what decision criteria can be used in Florida to trigger such a diversion; what is the right procedure to implement the diversion plan and inform motorists, and enforcement considerations for the use of diversion plans; b) develop recommendations regarding the feasibility of using the shoulders of a freeway facility under various conditions and considering the simultaneous use of other freeway management techniques.
